LIAA plans three green innovation calls in 2027, offering grants from €50,000 to €3 million. The announced schedule does not mean applications are open. Businesses can now identify their project's development stage, substantiate its environmental benefits and prepare a financing plan.
How much is allocated to business calls?
LIAA's announcement of 16 October 2026 gives the “Green Business and Innovation” programme a €32.54 million budget. This also covers remediation of a contaminated site in the Liepāja Special Economic Zone and other activities. The three announced business calls total €23.90 million, calculated by adding their individual budgets.
Which calls are planned for 2027?
- Q1 — scaling. Grants of €500,000–€3,000,000 are planned for wider deployment of green innovations already on the market. Call budget: €12.53 million.
- Q2 — development and market launch. Grants of €100,000–€499,999 are planned for new environmentally friendly products and technologies. Call budget: €9.37 million.
- Q4 — prototypes. Women entrepreneurs and startups are to receive access to grants of €50,000–€99,999. Call budget: €2 million.
These are planned launch quarters, not established application deadlines. Eligibility for a particular call will depend on its rules.
Who is the programme intended for?
The target group comprises micro, small and medium-sized businesses registered in Latvia, and large companies with public-sector participation not exceeding 25%. At least €17.87 million is planned for small and medium-sized businesses across the programme. This is not an individual grant for every applicant.
Supported areas include green and digital innovation, resource efficiency, the circular economy, renewable energy and pollution reduction. In practice, explain what the solution improves, how to measure that improvement and who will buy or use it.
What should businesses prepare before applications open?
An editorial preparation checklist, not official selection requirements:
- Project stage. Write a one-page description identifying whether the project needs prototype testing, product development or expanded production of an innovation already being sold. Attach existing test results and customer feedback.
- Measurable environmental benefits. Record current energy, water and material consumption or waste volumes. Choose a comparable measure, such as resource use per unit of output.
- Market rationale. Identify the customer's problem, existing alternatives and the solution's advantage. Interest in sustainability alone does not establish willingness to buy.
- Budget and cash flow. Separate development, testing, equipment and staff costs. Calculate the company's own financing needs and a reserve for possible delays.
- Responsibilities and rights. Identify the project manager, partners' tasks and ownership of resulting intellectual property. Check when costs become eligible before making commitments.
Why does a grant ceiling not guarantee funding?
LIAA's programme description indicates aid intensity of 35–80%, depending on the company, project and applicable rules. Individual call rules will set the specific conditions. A maximum grant therefore neither covers all project costs automatically nor entitles an applicant to the highest intensity.
When preparing company documents and accounting arrangements, services for businesses may be useful. To compare external professional service offers, explore business listings. These sections do not replace LIAA's rules or a project eligibility assessment.
Next step: prepare a short project concept and questions for LIAA. Once the call opens, check eligible costs, co-financing, assessment criteria and the application deadline.
