31 August 2026 is the critical implementation deadline for the EU Recovery and Resilience Facility. By today, Member States must have completed all milestones and targets included in their recovery and resilience plans. Actions taken after this date cannot be used to demonstrate that an outstanding RRF milestone or target has been achieved.
Latvia's total RRF allocation is €1.9692 billion. Following the fourth payment of €371.2 million received in May, Latvia had received almost €1.5 billion, or approximately 75% of its total allocation.
What happens after 31 August?
The administrative process does not end today. Latvia has until 30 September to submit its final payment request to the European Commission together with supporting evidence, management declarations and audit summaries.
Latvia's planned final payment request amounts to €503.7 million. The Commission will then assess whether the remaining milestones and targets have been satisfactorily fulfilled.
What happens if a project is unfinished?
An unfinished physical project does not automatically mean that all related RRF funding is lost. The key question is whether the specific milestone or target contained in the Recovery and Resilience Plan was achieved by 31 August.
If an action required to fulfil a target has not been completed by today, work performed after 31 August cannot be used to remedy that RRF target. In certain cases, however, physical projects may continue later using national or other funding.
Why does this matter to businesses?
The Recovery Fund has financed business digitalisation, energy efficiency, innovation, energy infrastructure, digital skills and numerous other investment programmes.
Companies implementing RRF-funded projects should now ensure that results achieved by the deadline are properly documented and that evidence demonstrating completion before 31 August is retained.
Could Latvia lose the entire €503.7 million?
Not necessarily. €503.7 million is the planned value of Latvia's final payment request. If the Commission concludes that a particular milestone or target has not been fulfilled, the amount linked to that specific failure may be reduced. The final payment will therefore depend on the assessment of all remaining indicators.
Three key RRF closing dates
- 31 August 2026 – deadline for completing milestones and targets;
- 30 September 2026 – deadline for submitting final payment requests and supporting evidence;
- 31 December 2026 – final deadline for Commission RRF payments.
31 August closes the window for achieving RRF results. September will be the month for evidence, assessment and preparation of Latvia's final €503.7 million payment request.
