Exhausted funding in one renovation category does not mean Latvia has no support until 2030. The specific programme, activity and application status matter. Builders, designers and property managers need to distinguish a project they can prepare from an order that already has funding.
Information checked on the morning of 19 October 2026.
Which ALTUM funding route has been paused?
ALTUM's 2 September announcement concerns general renovation under DME 3 for 2021–2027. Funding limits have been reached; applications are closed. Applications continue for full façades using prefabricated timber-frame panels and Latgale energy-efficiency projects delivering 10–29% primary energy savings.
Client proposals must therefore identify the applicable category. Being in an eligible category does not replace project assessment and a funding decision.
Have bank loans with interest subsidies been approved?
LTV's 18 October report links the next funding period to 2030. The Economics Ministry is preparing a possible interim solution involving commercial banks and interest subsidies; it is not yet approved.
This proposal cannot enter a client's budget as an awarded discount. Before making commitments, obtain specific rules, a lender's offer and a payment calculation without the potential subsidy.
Riga's 90% support: which documents still receive funding?
The municipality clarified on 7 October that applications for construction-design support of up to €15 000 closed on 1 October. Suggesting the full documentation package will only close soon would therefore mislead.
REA's current page still lists 90% support for energy certificates and technical inspection reports, capped at €1200 each. €17 400 is the sum of three ceilings, not a universal grant currently open.
Before commissioning documents, confirm cost eligibility, application sequence and remaining funding. Ordering a service does not itself guarantee reimbursement.
What does the gap mean for construction orders?
Editorial assessment: business plans need three separate project groups: approved funding and a contract; a prepared project without funding; initial client interest. Staffing and material purchasing cannot rely equally on all three.
A designer can offer phased work, defining each deliverable and payment. Builders should specify quotation validity and price-update terms. This allows preparation to continue without treating an unknown programme opening date as a guaranteed construction start.
Separately agree who pays for completed design work if funding is delayed or refused. Record this before work begins, rather than after an application is rejected.
What should be prepared while waiting?
- A document inventory: what the building already has, what needs updating and which solutions still require assessment with a specialist.
- A common brief: so quotations cover comparable work and clearly identify exclusions.
- Funding scenarios: separate own funds, borrowing and merely potential support; include project postponement.
- A decision and responsibility plan: who contacts the lender, organises owners' decisions and checks documents against new rules.
This is a preparation checklist, not the next programme's requirements. A completed document may still need changes: check its content and currency before submission.
For potential partners, review business listings. The services for businesses overview covers company legal and administrative needs; it does not replace technical design assessment or a funding decision.
